The School Fiscal Services Division (SFSD) of the California Department of Education (CDE) is the right team for you. Under the direction of the Administrator in the Principal Apportionment Policy Office B, the Education Programs Consultant serves as the California Department of Education’s (CDE’s) expert on all aspects of attendance accounting and the impact attendance accounting has on school apportionments and the delivery of educational programs by local educational agencies (LEAs). The incumbent prepares recommendations and proposals on changes in policy, regulations, and statutes and serves as the primary contact and liaison with LEAs and state agencies regarding all aspects of attendance accounting.

•Advise county offices of education and school district business officials on attendance accounting laws, regulations, and policies, with emphasis on fiscal impacts.

•Prepare correspondence and respond to questions on attendance accounting and ADA from LEAs, state agencies, and stakeholders.

•Provide consultative support to LEAs and auditors on issues stemming from improper attendance accounting.

•Collaborate with SFSD managers and staff on attendance accounting and apportionment calculations.

•Analyze LEA requests for ADA credit due to emergencies and review prior-year audit reports.

•Identify attendance requirements for new programs and design corresponding procedures and forms.

•Maintain and update attendance accounting guidance for the field.

•Propose statutory clean-up to simplify K–12 attendance requirements.

TELEWORK OPTION

HYBRID

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and working a minimum of 2 days per week in the office.

3. Describe your experience writing technical policy, fiscal, and/or accounting guidance, including letters, memos, procedures, and web content.
